Public Safety depends on policies implemented and enforced by the state legislatures and law enforcement agencies. It involves the prevention of and protection from events that could endanger the safety of the general public from significant danger, injury/harm or damage, such as crimes or disasters (either natural or man-made). This protection is usually provided by emergency service organizations such as police, fire and emergency medical services, but could additionally include consumer protection, emergency telephone number system, animal control officers, security officers, parking enforcement officers, police dispatchers, prosecutors, code enforcement officers, various utility inspectors, health inspectors and others.
Texas Democrats believe protecting citizens from crime is a primary responsibility of government essential to our quality of life and vital communities. All Texans are entitled to be safe and secure, free from fear of violence. The guilty must be justly punished for crimes they commit, the innocent must be protected, the rights of victims must be ensured, the accused provided due process under law, and public safety officers must be strongly supported.
Texas Democrats have led efforts to make the Texas criminal justice system tough yet fair. Since 2004, Democratic legislators have:
- Passed legislation to establish the Texas Forensic Science Commission to oversee the integrity of crime laboratories and DNA evidence testing; and,
- Passed legislation to give jurors the option of sentencing a person convicted of a capital crime to life without the possibility of parole.
In addition, they are taking following measures to enforce public safety
1. Promote Juvenile Justice Reforms Programs : Texas Democrats believe that prevention is the best solution to juvenile crime but insist on those breaking laws to face appropriate judicial action. They promote awareness among parents about recognizing and managing their children's emotions, reform non-violent juvenile offenders through restitution centers and involve community programs to guide young ones.
2. Introduce tough laws : Texas Democrats support framing new and tough laws to protect its citizens, specially women and children from new forms of attacks like internet predators, etc. 3. Prevent Sex attacks and Domestic violence : Texas Democrats believe that preventive educational awareness programs aimed at youth and community coupled with training for law enforcement officials will lead to decrease in sex attacks and domestic violence. In any case, offenders will face judicial action.
4. Reform Capital punishment laws : Texas has executed over 360 people till date in the modern era, far ore than any other state in the United States. Texas Democrats want to ensure justice to both victims and the accused by reforming capital punishment laws to ensure that innocents are not executed. This can be done by establishing a statewide Office of Public Defenders for Capital Cases, allowing for and admitting DNA evidence, and so on.
Texas Democrats are working towards making laws fair to both victims and accused.
